Rule Changes: 4/16/08
Effective immediately the following amendment’s (notated in red) are being made to the NSCS rule book.
1. Rule 2.11 Spoilers
Rear spoilers may be mounted no further back than the trailing edge of the stock dimension trunk or hatch in a normal closed position. A non-adjustable spoiler, not exceeding eight (8) inches in height, with a height of forty-three and one half (43 1/2) inches from the track and not more than sixty (60) inches in width when measured across the back side, may be attached to the rear deck lid.
2. Rule 6.2 Qualifying Inspection
It will be announced in the pits when to go to the scales. It is the responsibility of the driver to check his or her starting position and be ready when called for pre-event inspection, weighing and/or line-up. It will be the responsibility of the driver to be sure their car is ready to pass qualifying tech at the designated time and in correct position. If car and driver are not in the designated qualifying position when called for pre-event inspection, weighing and/or line-up, the driver will get only one lap to qualify unless the driver has notified the tech official in charge of a problem. Driver and crewmembers will be given ample time to adjust and/or verify car’s weight prior to qualifying tech. The car must meet minimum ride height before entering the tech area. No lifting or pushing will be allowed. In addition, the car needs to be free of crew in the tech area. If a car does not pass inspection or weight requirement at qualifying tech in the designated qualifying order, the driver will get only one lap to qualify.
Rule 6.3 Pre Race Inspection
It is highly recommended that drivers and cars use the tech equipment/station prior to the feature tech inspection to prevent issues during the final technical inspection. Each car must pass technical inspection prior to the designated time at each NSCS event. The car must meet minimum ride height before entering the tech area. No lifting or pushing will be allowed. The car should be free of crew while in the tech area. If the car does not meet the technical requirements, the driver will have opportunity to present his car again for technical inspection without penalty. Each car must pass technical inspection prior to being allowed to compete in each NSCS feature event.

NOTES
This rule book
applies to every driver, car owner, pit crew member and/or sponsor who enters
the pit area. It is the responsibility of the driver to see that his car
completely satisfies the rules. The rules and regulations set forth herein
shall govern all NSCS sanctioned events. By participating in these events, all
participants acknowledge they have read these rules and agree to comply with
and be bound by them. No expressed or implied warranty of safety shall result
from compliance with these rules and regulations. They are intended as a guide
of conduct for all NSCS sanctioned events and are in no way a guarantee against
injury or death to participants, spectators, officials or others. In
consideration of being granted permission to participate in NSCS events, each
participant agrees to abide by the established rules, regulations, and
officials decisions rendered during the season. The participant further
agrees to release, remise and forever discharge the North State Challenge
Series and its coordinators, promoters, officials, sponsors, and manufacturers
of all racing equipment used by the series from all liabilities and possible
causes of action whatsoever that may accrue from any loss, damage, and injury
(including death) that may be sustained. North State Challenge Series assumes NO responsibility for damage to or
loss of equipment, vehicles or any parts, by any means, what so ever. Any interpretation or deviation of these
rules is left to the discretion of the North State Challenge Series Officials,
and their decision is FINAL! IF

1.0 GENERAL
RULES
1.1 INSURANCE
CLAIMS/INJURY INFORMATION/PARTICIPANT BENEFITS
When involved in
an accident & sustain injury, inform the Sponsoring Track Officials and
Management immediately, so the necessary injury report may be completed. NO CLAIMS WILL BE CONSIDERED UNLESS REPORTED
PRIOR TO LEAVING THE SPONSORING TRACK PROPERTY THAT DAY! Contact the Head
Track Official and/or Track Promoter and provide them all the necessary
information before leaving the track. If physically unable, your crew is
responsible for completing this report. The claim must be documented on
insurance forms in ordered to be valid. All injured racers, pit crew members
and participants, must have a doctor’s release prior to being allowed to enter
the pit or to compete in any event. If
you have any questions or problems regarding benefits, please contact the
sponsoring track management or promoter. Only those authorized into the pit
area or in possession of a valid pit pass are covered; all other persons will
be considered unauthorized entrants.
1.2 PIT ENTRY
All insurance
and photographic waivers must be signed prior to entering the pit area.
Alteration of these forms will not be permitted. Admission to the pit area for
individuals under the age of 18 will be governed by the rules of the sponsoring
track.
1.3 UNSAFE
EQUIPMENT
For your
protection, it is the duty of all drivers, car owners and pit crew members to
immediately bring to the attention of NSCS Officials any unsafe participants or
equipment. It is the responsibility of all drivers and car owners to bring safe
equipment to the race track.
1.4 DRESS
It is highly
recommended that all NSCS participants and guests in the pit area wear long
pants, shoes and/or team uniforms.
1.5 ALCOHOLIC
BEVERAGES/DRUGS
ALCOHOLIC BEVERAGES
& CONTROLLED SUBSTANCES OF ANY KIND ARE PROHIBITED IN THE PIT AREA AT ALL
TIMES!
Anyone caught
with any type of alcoholic beverage in their equipment, or in their possession,
is in direct violation of this policy. We expect full cooperation in this
matter. Anyone caught in what is considered, in the opinion of NSCS Officials
and/or Track Medical Personnel to be intoxicated or under the influence of
alcohol, drugs, or narcotics, will be immediately suspended for the remainder
of the season.
1.6 COURTEOUS
CONDUCT
Teams are asked
to respect NSCS officials and remember that the decision of the NSCS officials
is final. Any driver, crewmember, owner, or participant, who chooses to
make a mockery of the track, its officials, the race director, promoter, or
owner, will be dealt with severely. Drivers will assume responsibility for
his/her actions and the actions of all signed in or associated with his/her
car. Failure to control the actions of these guests could result in loss
of winnings and/or points. The driver and/or car owner shall be the sole
spokesman(s) for the team in any and all matters pertaining to race events. All
drivers and crew members must cooperate with NSCS Officials, Track Officials,
and members of the media to create goodwill and act as good ambassadors of the
sport. NSCS officials may assess penalties/fines for violation of this rule.
a. Any public use of profane gestures or offensive language by any
Competitor during any NSCS Event may result in a fine and/or penalty.
b. Any competitor who participates in an act or actions deemed
unsportsmanlike or detrimental to Motorsports, the NSCS or to the Promoter is
subject to a fine and/or other penalties.
c. Any competitor who assaults threatens or is otherwise
disrespectful of an NSCS Official or persons serving under the direction of a
NSCS Official are subject to a fine and/or other penalties.
d. Any competitor who participates in fighting at a NSCS event is
subject to a fine and/or other penalties. All participants involved in fights will automatically be
considered IN THE WRONG, especially
if out of their immediate pit area. If a driver is on the race track while a
conflict occurs in the pit area involving their crew, they will immediately be
black flagged so they may return to the pit area to resolve the dispute.
1.7 WEAPONS
The brandishing
of any weapon or object that could be used as a weapon (i.e. tire iron,
screwdriver, mallet or hammer) will result in an AUTOMATIC PERMANENT SUSPENSION for that individual, and the
possible suspension for their entire racing team.
1.8 MEMBERSHIP
FEES
Each Driver,
Owner, Crew Member must be registered to participate in NSCS events. Drivers
and Owners will pay a $100.00 annual membership fee. Each crew member must pay
a $40.00 annual membership fee. A one race waiver will be given to all. All
fees will be due in full after one race waiver. Membership cards will be issued
and must be presented to receive discounted membership pit entry rates at
participating tracks.
1.9 RACE ENTRY
FEES
An entry fee of
$100.00 for each event is required from each participating car/driver. All
competitors must submit an entry application on the Official Entry Blank for
the event. The form must be completed in full accompanied by the entry fee and
postmarked by the deadline listed on the form. Entries postmarked
after the deadline must be accompanied by a late entry fee of $150.00 to be
accepted, in which case they will be eligible for prize money, but not entry
deadline bonus points. Acceptance of any entry is at the discretion of the NSCS
and/or the promoter of the event. When a competitor submits an Official Entry
Blank, they agree to abide by the statements, releases and obligations
appearing in the Official Entry Blank. If a competitor participates in an NSCS
even without having properly submitted a
complete Official Entry Blank, they agree they are subject to all NSCS Rules,
amendments, statements, releases and obligations, as if they had properly
completed and submitted an Official Entry Blank.
1.10
TEST POLICY: Any testing within 7 days of a NSCS event at that
track is illegal. The penalty for violating will be to start at the rear of the
field for the next NSCS event they qualify for.
1.11 PENALTIES
Drivers are
responsible for any fines levied to his or her owner, pit crew or supporters. All
penalties imposed by NSCS Officials for violation of NSCS Rules and Procedures
will be determined by the nature of the violation. Determination as to the
classification and/or severity of fines and/or suspension will be the FINAL decision of the NSCS Officials. Considerations
in determining penalties will include, but may not be limited to: the effect on
the fairness of competition, the effect on the structural integrity and safety
of the car and other competitors, the orderly conduct of the event, the effect
on motorsports in general, and the effect on the interests and/or image of the
NSCS and/or the promoters of the Event. Penalties may include, but are not
limited to, one or more of the following: disallowance of qualifying times
and/or finishes; withdrawal of the acceptance of the Official Entry Blank for
the event; disqualification; suspension; fines; loss of championship points
and/or finishing positions. The following guidelines may be considered when
penalties are being imposed in the situations described. The actual penalty may
be greater, depending on the scope of the violation.
a. Any car parts and/or equipment that are deemed not to meet the
specifications of the NSCS Rules may be confiscated and a Competitor(s)
associated with the race team may be fined and/or penalized.
b. Any Competitor who fails to surrender a part requested for
confiscation by a NSCS Official is subject to a fine, penalty and/or
suspension.
Penalties for
prohibited parts and/or rule and conduct infractions will be determined by NSCS
officials. This may include forfeiture of purse money and/or points, a fine, or
instructions to fix it by next event. Repeated or flagrant rule violations and
infractions will not be tolerated, and will lead to suspension.
1.12
PAYMENT OF FINES
Any fines levied during an event should be paid to the NSCS. All
unpaid fines may be collected by deducting the amount from the purse or point
fund earned by the car the competitor is affiliated with. Fines can be paid at
the next NSCS Event, but must be paid prior to car/driver taking to the track.
Unpaid fines may be considered grounds to refuse entry to subsequent Events.
2.0
CAR BUILDING RULES
2.1 EQUIPMENT
SPECIFICATION
NO equipment will be considered as having been approved by reason of
having passed through inspection unobserved.
2.2 ELIGIBLE
MODELS
All competing
cars will be based on AMERICAN STOCK
FACTORY PRODUCTION MODELS. Stock appearing, template style, will be a
factor in the evaluation process, which shall also include dimensional
requirements and specification. No down force bodies will be permitted. No
iceman, high performance down force or high performance short track panels. All
part numbers must remain visible in original location. All panels must be for
that make and model.
2.3 BODY
SPECIFICATION
The under side
of the car may not be belly-panned or flush paneled. Full inner fender panels
are permitted, subject to quality of workmanship. No fixed or movable air
management devices underneath or inside the car are permitted. Minimum body
height from the ground shall be no less than four (4) inches.
THE MINIMUM RIDE HEIGHT RULE WILL BE STRICTLY ENFORCED!
Minimum roof
height from the ground shall be no less than of 47 inches, measured from ten
inches back from the upper edge of the windshield in the center of the roof.
Maximum quarter panel height of 34 ½” measured where the rear bumper cover
meets the deck lid and quarter panel. Front fender templates will be used to
insure the fender maintains factory shape.
2.4 COMPLETE
BODIES
Complete bodies
are mandatory, including stock appearance bumper cover. No open rear ends from
the deck lid to the bumper. This rear area must be covered.
2.5 FENDER
FLARES
Only integral,
molded-with-part. Fender flares must remain as close as possible to the tire
radius completely covering the surface portion of the tire. Front fender flares
must not be wider than the bulge of the tire sidewall. No altering of factory
shape in this areas or any area of the body.
2.6 HOODS
Rear hinged
hoods are strongly recommended. Hoods must have a minimum of three (3) locating
pins at the leading edge. All cars must run with a hood.
2.7 MOUNTED
BODY COMPONENTS
Body components
must be mounted to the chassis in such a manner as to prevent significant
deflection under racing conditions.
2.8 WINDSHIELD
A full,
stock-dimension windshield is mandatory for all events. Plexiglas,
three-sixteenth (3/16) inch thick Lexan or commercial equivalent material is
acceptable. Three windshield braces spaced at least five inches apart and as
close as possible to the center of the windshield are REQUIRED. These braces shall be constructed of material a minimum
of one inch wide by one-eighth (1/8) inch thick. Windshields must also have
secure locator “tabs” to prevent the windshield from popping out under rearward
pressure, such as in a spin.
2.9 SIDE
WINDOWS
A partial right
side window is allowed but must not exceed 18” measured from where the door
meets the “A” pillar. Installation of temporary ducts to direct air into the
driver compartment, or to coolers, will be permitted at the discretion of NSCS
Officials. Car makes and models with rear quarter or opera type windows may
cover these stock openings with securely mounted clear Lexan or Plexiglas. Roll
cage members must be securely braced internally to prevent bowing or distortion
under racing conditions.
2.10 REAR
WINDOWS
A full stock
dimension Rear Window constructed of
minimum one-eight (1/8) inch thick Plexiglas or Lexan is mandatory and must be
held securely in place by a minimum of two external straps constructed to the
same requirements as the front windshield. Rear “glass” must be braced
internally to prevent bowing or distortion under racing conditions.
2.11 SPOILERS
Rear spoilers
may be mounted no further back than the trailing edge of the stock dimension
trunk or hatch in a normal closed position. A non-adjustable spoiler, not
exceeding six and one-half (6 ½) inches in height, with a height of forty-two
(42) inches from the track and not more than sixty (60) inches in width when
measured across the back side, may be attached to the rear deck lid.
2.12 NUMBERS
All cars are
required to have NSCS registered or assigned numbers. Number size is eighteen
(18) inches high by two (2) inches wide for roof and door placement. The roof,
driver and passenger side doors must be numbered. Roof numbers must be readable from
the passenger side. Six (6) inch numbers on front and rear bumpers are to be
placed on the passenger side. All numbers must be legible.
2.13 REAR DECK
LENGTH
All cars must
meet the following measurements for that make and model. 03’ and older bodies
are measured from the base of the rear window to the edge of the deck lid. 04’
and new ABC bodies are measured from the base of the rear window to the
spoiler.

3.0 CHASSIS
3.1
REQUIREMENTS
Wheel Base: one
hundred and one (101) inches minimum.
Overall Weight:
The base weight will be twenty-nine hundred (2900) pounds for ALL straight rail cars, minimum
with driver, race ready with fuel on board.
Left Side Weight: fifty-eight (58) percent.
Weight may be
added or adjusted at any time to benefit or equalize the racing program.
The following
weight breaks will be given to Perimeter
cars or Perimeter Stock Clip cars:

3.2 WIDTH RULES
Up to
sixty-seven (67) inches track width front and rear, measured at center of tire
for straight rail cars. Up to sixty-eight (68) inches track width front and
rear, measured at center of tire for Perimeter or Stock Clip cars. Add fifty
(50) pounds for every inch over sixty-six (66) inches, even if only by a half
inch. NO TOLERANCE!
3.3 BALLAST
Ballast weight
must be securely attached to the frame rails or major cross member structures.
It is strongly recommended that the major ballast weight be contained inside
the frame rails. All ballast weight and drive shafts must be painted
white. Ballast weights must also have car # painted on it. For your
safety, and the safety of other drivers and spectators, all lead should be
encased. Ballast weight having been expelled while a car is on the track will
result in a fine of not less that $5.00 per pound for lost weight. If a
competitor loses a piece of lead on the racing surface, that driver will be
black-flagged and must replace the lead before returning to the track.
3.4 CAR
INTERIOR
The interior
area of the car must be completely enclosed in respect to the engine
compartment, track surface, tires, and rear (fuel cell) compartment. The area
immediately beneath the driver’s floor MUST
be constructed of minimum twenty-two (22) gauge steel and be of welded
construction. It is recommended that other panels be constructed of aluminum,
minimum of 040 thickness.
Panels on the
passengers side of the car may be either flat, projecting across car at
approximately transmission height or, on an angle projecting from the top of
the transmission up to JUST BELOW,
but not even with, the lower window ledge on the passenger side of car,
projecting a smooth plane.
3.5 DASH
A full width
dash is required in all cars. The vertical surface of the dash should project
in a single plane across the car with no “kick out” or angled sections. The top
horizontal plane of dash should carry forward to the firewall and enclose the entire area
below the windshield. Instruments must be neatly mounted to the horizontal
plane of the dash. An interior panel constructed of composites and aluminum
honeycomb are conditionally approved, on a per application basis.
3.6 SEAT
Drivers seat
must be positioned in such a manner that the inside (left side) exterior
surface of the seat is located a minimum distance of eight inches from the
nearest
longitudinal
door bar member. An approved drivers bucket seat and headrest is required.
Aircraft quality hardware is mandatory for attaching the seat to the seat
sub-structure.
3.7 SEAT BELTS
A five-point
harness with three-inch lap and shoulder belts and a two-inch sub belt is
mandatory. Belts must be in excellent condition. Belts to be attached with 3/8”
grade five bolts. A quick release lap belt no less than three (3) inches wide
is compulsory. Both ends of the lap belt must be fastened to the roll bar cage
with high quality bolts not less than 3/8 inch in diameter. A center (crotch)
belt must be securely mounted to the lower seat frame at the bottom and to the
lap seat belt on top. Where the belts pass through the seat edges, it must have
a grommet installed, be rolled, and/or padded to prevent cutting of the belt.
All seat belts and shoulder harness must connect at the lap belt with an
approved quick release buckle. Seat belts must be dated by the manufacturer and
must not be used beyond three (3) years after the manufacturer date. Untagged,
undated belts will be considered out of date. The label cannot be in the
adjuster.
3.8 ROLL CAGE
All cars are
required to have a four-point roll cage constructed of mild steel tubing either
a minimum one and one-half (1 ½) inch outside diameter with .095 wall
thickness, or a minimum one and three-fourths (1 ¾) inch diameter with .090
wall thickness.
NO BLACK PIPE!
The roll cage
structure shall be dully triangulated with minimum one-eight (1/8) inch thick
steel gusset plates utilized at all major tube intersections. The four-point
roll cage structure shall have a minimum of “X” structures spanning the
opposite side door area between the front and rear roll cage uprights.
The roll cage
structure shall be integrated to the front frame stub via a “hoop” section
surrounding the engine compartment and joining front roll cage uprights. Rear
braces shall extend diagonally from the top rear horizontal member to the “kick
up” section of the rear frame members.
The bottom bay
of the roll cage structure shall have an “X” structure spanning the area
between the frame rails.
The rear frame
section shall have an “X” or oblique members to stiffen frame rails against
rear quarter impact, lessening parallelogram tendency of rear frame rails. A
substructure integral with the frame and roll cage member shall provide driver
seat mounting points.
Foot wall area
of driver’s compartment must have oblique horizontal members connecting the
forward upright and main frame rail, then brace to engine compartment main
hoop.
All major roll
cage members, including up-right connectors, “loop” bars and major braces must
be a minimum of one and one-half (1 ½) inches outside diameter with .95 wall
thickness or one and three-fourths (1 ¾) diameter with .090 wall thickness as
specified above. Incidental structural components for brackets and component
mounting may be fabricated according to these specifications.
Use of full
circumference, high quality welds, is mandatory at all tubing connections.
Drivers side SAFETY PANEL MUST be mounted to the
outside driver side door bars.
3.9 WEIGHT
TRANSFER DEVICES
Weight transfer
devices such as jacking bolts are permitted; however, they may not be
adjustable from inside the driver’s compartment.
3.10
INDEPENDENT FRONT SUSPENSION
An independent
front suspension with articulated upper and lower control arms is required.
Steel construction is mandatory on the A-frames.
3.11 SHOCKS
Type and number
of shock and springs are optional. Any modification that permits the lowering
of the race car while in competition will be assessed a minimum fine of $250.00
for the first offence.
3.12 WHEELS
Wide five hubs
are allowed. Heavy-duty lug bolts and lug nuts may be used. A minimum of five (5) lug nuts per wheel are
required any time car is on the track.
Any NSCS approved steel or aluminum wheel with a maximum rim width
measured inside the bead, of ten (10) inches permitted. All wheels must be
fifteen (15) inches in diameter. All approved wheels must meet tire/rim
manufactures specifications.

4.0 ENGINES AND DRIVE TRAIN
4.1 CARBURETOR
Open carburetors
are allowed with a minimum of 2 carburetor return springs. Cable type linkages
are prohibited.
390 CFM
Carburetor: In order to receive a 50 lb weight break the following rules
apply:
Holley
carburetor only. The booster bar may be removed from the center of the booster
(max. inside diameter of booster is .471) and the booster may be tapered from
the center seam down (booster must retain .700 length minimum). No other
alterations allowed on carburetor. If a 390 cfm carburetor is altered
other than specified above it may be ran but will not be eligible for a weight
break.
4.2 SPACER
PLATE
Spacer plates
placed between the carburetor and intake manifold shall not exceed two (2)
inches in height. Use of funnels is prohibited. The MAXIMUM total height of the carburetor base gasket shall not exceed
seven (7) inches from the level of the intake gasket surface at the front of
the block. This rule exists to accommodate new manifolds without penalizing
older intakes in use.

4.3 CAMSHAFT
Stock camshaft
location may not be altered. Minimum crankshaft to ground clearance is ten (10)
inches.
4.4 CYLINDER
HEADS
Choice of
cylinder heads material is optional, but subject to approval by NSCS Officials.
4.5 RECOGNIZED
ENGINES
All engines used
for competition must be based upon NSCS approved product of MVMA-recognized
U.S. Manufacture and must be of ferrous alloy type cylinder blocks. NO ALUMINUM BLOCKS
4.6 IGNITION
4.7
TRANSMISSION
Transmissions
that are of the “in/out” type are prohibited. A transmission is MANDATORY, and may either be manual,
not exceeding four (4) forward speeds,
or automatic.
Both types of transmission must be equipped with a working reverse gear. All
transmissions are subject to approval by NSCS Officials.
4.8 CLUTCHES
All vehicles
must be equipped with a full-time working clutch.
4.9 DRIVE SHAFT
HOOP
Drive shafts
must be enclosed by a minimum of one 360 degree hoop. The enclosure must be
constructed of sufficient strength to withstand the failure of a drive shaft or
universal joint.
4.10 REAR END
The type is
optional, but it must use full floating type hubs with axle retainers.
4.11 REAR
SUSPENSION
All vehicles
must be equipped with a Live-Type
rear suspension. Independently sprung or articulated axle suspensions are
prohibited.
4.12 LIQUIDS
ANTIFREEZE IS PROHIBITED. NO TOLERANCE!
4.13 MUFFLERS
All vehicles
must be equipped with Mufflers that carry a sufficient DBA rating to meet the
Maximum DBA levels specified by the NSCS Sponsoring Track.
5.0 SAFETY RULES
IT IS THE
ULTIMATE RESPONSIBILITY OF EACH DRIVER AND OWNER TO INSURE THAT ALL SAFETY
REQUIREMENTS ARE ADHERED TO, WHETHER LISTED IN THIS BOOKLET OR NOT!
5.1
A firewall, or
leak proof marine type container, must separate the battery from the driver
compartment. The battery may be located ahead of the rear end or front
firewall, and must be securely mounted.
BATTERIES MAY NOT BE MOUNTED IN DRIVER COMPARTMENT!
5.2 FUEL SYSTEM
Bladder type
fuel cells are mandatory and must be enclosed in a box constructed from 20
gauge or heavier metal. Fuel cells must be located in the trunk area and be
securely mounted on all sides with one and one-half (1 ½) inch metal straps
supporting the bottom of the fuel cell. Any fuel line run through the driver
compartment must be enclosed in joint less steel tubing. Any car with an
electric fuel pump MUST have a
low-oil pressure cutoff switch. Pressurized fuel systems and fuel cooling
devices are prohibited. Fuel is subject to testing. Fuel cell guards are
mandatory and must be made from the same material as the roll cage. Fuel Cell
Guards must be a hoop from frame rail to frame rail behind the cell with two
forward support bars, one on each side of the fuel cell. No ballast may be
attached to the fuel cell. Minimum ground clearance for fuel cells is eight (8)
inches. Fuel Cells should be no more than ten (10) years old.
5.3 FIRE SUIT
Nomex-type or
equivalent fire resistant uniforms mandatory. Nomex socks, underwear, and
racing shoes are recommended. Uniforms must be kept clean and in good repair.
Soiled, torn, worn, or poorly fitting uniforms will not be allowed. It is
highly recommended that all drivers have their blood type, RH factor, and any
allergies, stitched to the outside of their fire suits.
5.4 HELMET
Only helmets
with a SA 2000 or newer
certification will be allowed. “M” type not allowed. No D.O.T. or A.S.I. Z90
helmets approved or allowed without an accompanying certified Snell sticker.
Helmets showing wear, or abuse, such as chipping or cracking will not be
approved. A full-face helmet with Lexan face shield is recommended. Helmets
must be worn at all times when the car is on the track. Drivers are
recommended to wear eye protection at all times. Helmets MUST accompany vehicle at time of inspection.
5.5 FIRE SYSTEM
All race cars MUST have an approved and functioning
fire extinguisher properly mounted within normal reach of driver. An on-board
fire suppression system is highly recommended. An additional fire extinguisher
must be available for use in your pit area.
5.6 ROLL BAR
PADDING
Resilient
padding for roll bars must be installed on any roll cage member located within
the reach of seven (7) inches of any extremity of the driver.
5.7 STEERING
WHEEL
A quick release
steering wheel is MANDATORY. Center
of steering wheel must be padded with at least two inches of resilient
material.
5.8 WINDOW
SAFETY NET
The driver side
window must have an approved type safety net equipped with a quick release
latch. The net MUST drop from the
top and be in place whenever the car is on the race track.
5.9 HEAD AND
NECK RETRAINT
A HEAD AND NECK
RESTRAINT SYSTEM IS REQUIRED AND MUST BE WORN AT ALL TIMES!
Failure to comply will
result in a severe fine
6.0 INSPECTION
6.1 TECHNICAL
INSPECTION
Vehicles must
pass inspection before they will be allowed to participate or take part in any
warm-up, practice, or competitive laps. Adherence to the rules, workmanship,
and appearance shall be the determining factors as to whether Officials permit
the car to enter competition. All cars are subject to inspection
by the NSCS at any time and in any manner as deemed necessary by NSCS
Officials. The NSCS
reserves the right to perform an inspection of any parts or vehicles at any
time during a NSCS sanctioned racing event.
Additional inspections can occur at any time throughout the season, at intervals
to be determined by NSCS officials. No advance notice will be given for these
inspections. Drivers, owners and pit crews must comply with the request
immediately or face disqualification from the event and/or forfeit of any prize
money earned from the NSCS. Any item that the tech inspectors judge unsafe on
your car must be corrected. If it is determined the car does
not meet NSCS specifications, the car may not be allowed on the track, until
the appropriate corrective actions are taken and the car has been successfully
re-inspected. However, the NSCS Official may allow the car to compete if it is
determined the deficiency will not: a) affect the competitive nature of the
race; and/or b) cannot be corrected in time for qualifying; and/or c) does not affect
the safety of the event in any way. In such a circumstance where a Competitor
is allowed to compete with a car which had an exception made under the
allowances in this paragraph, the Official will advise the Competitor, in
writing, of the deficiency. The Competitor agrees that should this deficiency
not be corrected before attempting to clear inspection at any future event, a
penalty may be imposed by the Officials, and the car may be prohibited from
competing in any future event. All
decisions by NSCS Officials regarding inspections are final. Failure to comply
with any of the inspection procedures may result in a penalty and/or fine. The driver of each car represents to
all that his car has satisfied all applicable rules, safety and other. Use of equipment
which is not within the acceptable rules and regulations will be considered
illegal, and may result in a fine and/or disqualification. It is the
responsibility of the driver of the car to insure that their car has
been thoroughly inspected. Tech sheets will be turned in at the scales when
weighing in for qualifying. Any rolled or severely damaged car must be
inspected by the
NSCS Officials before reentering the race. All cars will run under the approval
of the tech inspectors. Decisions on the interpretation of rules and
specifications by tech inspectors will be final. If it is NOT covered in this rule
gook, then it is NOT LEGAL.
6.2 QUALIFYING
INSPECTION
It will be
announced in the pits when to go to the scales. It is the responsibility of the
driver to check his or her starting position and be ready when called for
pre-event inspection, weighing and/or line-up. It will be the
responsibility of the driver to be sure their car is ready to pass qualifying
tech at the designated time and in correct position. If car and driver are
not in the designated qualifying position when called for pre-event inspection,
weighing and/or line-up, the driver will get only one lap to qualify unless the
driver has notified the tech official in charge of a problem. Driver and
crewmembers will be given ample time to adjust and/or verify car’s weight prior
to qualifying tech. If a car does not pass inspection or weight requirement at
qualifying tech in the designated qualifying order, the driver will get only
one lap to qualify.
6.3 PRE RACE
INSPECTION
It is highly
recommended that drivers and cars use the tech equipment/station prior to the
feature tech inspection to prevent issues during the final technical
inspection. Each car must pass technical inspection prior to the designated
time at each NSCS event. If the car does not meet the technical
requirements, the driver will have opportunity to present his car again for
technical inspection without penalty. Each car must pass technical
inspection prior to being allowed to compete in each NSCS feature
event.
6.4 POST RACE
INSPECTION
The top five
main event cars shall immediately go to the scales for weight and any other
check the Officials deem necessary. Additional competitors
may also be directed to the tech area for inspection. Once a competitor has
been instructed to proceed to the tech area, they must proceed there directly
and no one may touch the car or its components en route. While in the
inspection area all Competitors must take whatever steps are requested by NSCS
Officials, including teardown of the car, to facilitate the analysis of the
car. The NSCS has the right to confiscate any part during an Event. If teardown is requested, cost of
said teardown will be at the participant’s expense. It shall be the responsibility
of the driver to move his car to the tear down area immediately following the
race. Failure to comply with inspection requests will result in loss of
points/winnings for the night. This inspection will include anything on
the car deemed necessary by the officials or promoters.
6.5 INSPECTION PENALTIES
a. If an NSCS Official requests an inspection and the
Competitor fails to tear the car down as requested, the car will be
disqualified from the event and the driver and/or crew chief may be subject to
fines and/or disqualification.
b. If any car or related equipment that have competed
in the Event and are subject to inspection do not report directly to the
inspection area once the race is completed. Race vehicles that do not adhere to this rule will be
subject to disqualification and loss of main event payoffs and points.
c. If anyone tampers with the car or components
before the inspection process is complete, unless directed by a NSCS Official,
the car will be disqualified.
7.0
TRACK OPERATIONAL PROCEDURES
7.1
TRACK INSPECTION
Every driver is
responsible for inspecting the racing surface and the track area to identify
any defects, obstructions, or anything, in their opinion deemed unsafe. It is
the
responsibility of every driver to report any unsafe condition to the NSCS
Officials immediately. Any driver participating in a racing event is considered
to have inspected the track and its conditions prior to racing and agrees that
all conditions are safe and satisfactory to them…IF NOT, THEY SHOULD NOT RACE! Furthermore, all participants agree
that they are aware that auto racing includes risks and they assume these risks
with full knowledge and awareness.
7.2 INFIELD
The only people
allowed on the race track and infield are NSCS officials. Everyone must stay clear at all times unless
requested to assist for some special reason. Drivers may seek a place of safety
in the infield following disablement or when involved in a crash, but MUST STAY IN THEIR CAR. No one will be
allowed to examine the damage while any cars are on the track. Pit crew, car
owners and personnel related to any car/driver are NOT ALLOWED on the track following an accident or injury. NO EXCEPTIONS!
7.3 EXITING
RACE CARS
Drivers will not
be allowed to exit their vehicles while on the race track, infield or
designated safety areas. All discussion about the race will be conducted AFTER the event has completed.
Violation of this rule will result in the driver being penalized, fined,
disqualified, suspended or any combination thereof, at the discretion of NSCS
Officials.
7.4 REPAIRS TO
VEHICLES
Repairs are
allowed on yellow flag incidents, in the pit area only. Any car going to the
pit area on a yellow flag will restart at the rear of the pack with no loss of
laps if back prior to the green flag. No repairs may be made while the red flag
is out.
7.5 SOUND
All cars
will be sound checked; the MAXIMUM DBA
LEVEL will be regulated by the sponsoring track rules. You will be black
flagged if your car does not comply. The track will inform you on the entry
form what the MAXIMUM DBA LEVEL is
for their track.
8.0
FLAGS
The Series
Flagman will designate the point at each track where the start and re-starts
will take place. All races will use a single-file restart after a yellow/red
flag. Track or series officials will move your car to its proper position
if you are out of line, please do as they ask as quickly as possible. It does
no good to question an official on the track, as they are not responsible for
any scoring decisions. If the Race Director has to instruct a car to move into
a position more than two times, that team will be fined $50 for the third time
instructions are given and fined $100 for any additional instructions not
followed after that. There is no passing on the left on any start, until your
car has reached the start / finish line, unless there is an obvious problem
with a car. Any car that has come off the racetrack will be allowed back onto
the track, when safe to do so if it passes safety inspection. No car will be allowed back onto the track
unless directed by a NSCS official. If a
car enters the racetrack without approval, it will be subject to a fine and/or
other penalties. There will not be assistance by a NSCS official allowed on
track during racing events. This rule is
intended for body repair or mechanical changes.
Radio malfunctions or other minor issues may be addressed. No crew members or owners will be allowed on
the track after racing event has started to work on the car. NSCS
officials may require a spot inspection in a designated area at any time to
look for fluids or at damage to determine extent of repairs necessary to remain
on the racing surface. NSCS officials may make special
rulings on starts or restarts for any race, as deemed necessary (i.e., a yellow
flag could mark the start or restart of a race.) Failure to adhere to ANY flag shall result in loss of monies and
points for the
evening, and will include fines and/or suspension. This will be STRICTLY ENFORCED. In the interest of
fairness, these procedures are subject to change at the discretion of the Race
Director. DECISION AND JUDGMENT OF THE
OFFICIAL STARTER AND RACE OFFICIALS ARE FINAL. NO EXCEPTIONS.
8.1 GREEN FLAG: Start of Race/Restarts
A one-to-go signal will be shown to the drivers a lap before the
start or restart of the race. Pole sitters (on initial start) and the race leader (on re-starts) will
remain at caution speed until the green flag is displayed. Trailing cars
will not advance their position except for an outside (right-hand) pass before
crossing the start-finish line and taking the green flag. If after two attempts
the race has not been started the lead pole sitter will be moved back one
position. Completion of the first lap shall be when the field crosses the start-finish
line for the first completed green flag lap after the original green flag is
displayed. If the race is stopped or caution occurs before the first lap
is completed, there will be a complete re-start with cars in original
positions. If a yellow or red flag is displayed on a second attempt at
starting the race there will be no additional complete re-starts. The
‘Yellow Flag Rule’ will then apply. Cars going to the pits will start at rear
of the field.
8.2
Yellow Flag: Caution
The yellow flag signifies caution is necessary on the racetrack. DO NOT RACE BACK TO THE YELLOW! When the yellow flag and lights are displayed, all cars
must hold position, slow to caution speed and move quickly into
single file behind the lead car. One car length must be maintained at all times while running under
caution. Racing back to the line and/or gaining positions under caution will
not be tolerated. Cars are not permitted to pass and will be
expected to maintain a reasonable cautious speed so long as the caution flag
remains displayed. Do not pass any cars under yellow
unless you are coming into the pits for emergency service and do not pass the
pace vehicle. Cars may not pass the pace vehicle unless instructed to do so by
NSCS Officials. Any
disputes in track position will be resolved by officials in the tower. Scoring
will revert to the last completed green flag lap as recorded by the transponder
system. If you are directly involved in,
and/or are the reason for the caution, you must go to the rear of the field. If
a car comes to a complete stop in order to avoid contact with a vehicle
involved in a spin or wreck, and has no contact, that car will get its spot in
the lineup back. It will be up to
the discretion of the Series Race Director as to who is charged with the caution
for any incidents where contact is made between racing vehicles causing a
yellow flag. If a driver receives
two chargeable cautions they will be black flagged from the remainder of event.
Rough driving will not be tolerated. If a lapped car elects to start at the
back of the field instead of their position, they must have their spotter
communicate to the NSCS officials that they are doing so and immediately drop
to the back using the low side of the track. Lapped cars may be requested to
move to the back of an event on a restart at the discretion of the NSCS
officials. All cars that leave the lineup and enter the pits under a caution
will re-enter the race at the back of the field. Cars returning to
the track from pit road or the pit area must wait for the rear of the field to
pass and then in line behind the caution vehicle. Crewmembers are not permitted
on the racetrack at any time, for any reason, while the cars are racing or
during a caution period. The only time cars may receive service are when they
are completely stopped in the pit or garage area. Once the condition that necessitated the caution period is corrected; the field will be
given a one to go signal by the starter.
8.3
RED FLAG: Race Stop
When the red flag is displayed by the starter, all cars must be
stopped immediately, regardless of their position on the track. Your pit crew can ask an official to
allow
your car to go
to the pits if this will not impede the safety workers. Cars
may not move unless directed by a NSCS Official. Cars that enter the pits during the red flag period
must return to the tail of the field. Fines and/or suspensions will be assessed
for driving past any condition that warrants a caution-red flag or past a wreck
on a red flag without approval by a NSCS officials.
8.4 BLUE FLAG
w/ DIAGONAL STRIPE: Passing Flag
The blue flag with a yellow stripe indicates that faster traffic
is approaching the cars being signaled. The cars being shown this flag must
yield to the overtaking traffic. Lapped cars must stay in the bottom groove, unless
instructed otherwise by the flagman. Make sure to leave plenty of room for the
pass. Not yielding to the leader and
causing a wreck will result in you being sent to the back, involved or not. Any
car ignoring the signals to yield the track will be black flagged for a
consultation and could be parked for the remainder of the race.
8.5
BLACK FLAG w/ RED DOT: Report to Pits Immediately
The black flag means the car must proceed to the pits immediately
to report to a NSCS
officials. The car may be able to return
to the race, at the discretion of a NSCS Official. Failure to heed a black flag will
result in the scoring to discontinue after two laps
and/or other penalties. An Official has the right to consult a driver
without loss of position to the driver. Consultation with an official is
allowed, however, any driver who stops on the track to argue an official
decision will be subject to being placed at the rear of the field and/or being
scored as losing a lap or laps to the leader. Furthermore, any driver who
refuses to remove the race car from the track upon request of an official may
be fined, disqualified for the night’s event, and/or face possible
suspension. NSCS officials acknowledge that bumping and rubbing will occur
on the racetrack. HOWEVER, in the judgment of series officials, any driver who
engages in rough driving; or deliberately spins, runs into, blocks, or swerves
in front of another car; or intentionally causes a caution by spinning or
stopping during the race or caution could be subject to a penalty,
disqualification, fine and/or suspension. If your car is smoking heavily,
leaking fluid, or has any major parts dangling that could lead to a dangerous
situation, you will be black flagged from competition until the problem is fixed.
If you are black flagged, please remove yourself from the racing surface as
quickly as possible.
8.6 TEN LAP RULE:
Any re-start in
the last 10 laps will be single file with the lead lap cars in front, and all
other cars in the order they were on the track, behind them. At that point, ALL
LEAD LAP CARS will be placed at the head of the restart line, while the lapped
cars will be placed at the rear of the field in their current running order
regardless of the number of laps down.
8.7
WHITE FLAG: One Lap to Go
The white flag means the leader has started their last lap. The white flag lap is the only lap of the
race that we will race back to the line.
If a yellow flag is displayed during the white flag lap, cars will be
scored on the basis of how they cross the finish line, should the yellow and
checkered flags being displayed simultaneously. Once the white flag is
displayed, no car on the track may receive assistance. Violation will result in the car not being
scored for that lap.
8.8
CHECKERED FLAG: End of Race
The black and white checkered flag means the race is complete. The
first car to complete the required distance will be the winner. Once the checkered flag has been shown to the leader, the rest of
the cars will receive the checkered flag. Finishing positions will be
determined by the most laps traveled in the least amount of time.
8.9
SPECIAL FLAGS: At
the discretion of NSCS Officials, special flags may be used in a race, but must
be explained at a pre-race drivers meeting.
9.0
RACE PROCEDURES
9.1 TIRES
Everyone must
run NSCS tires purchased at the track the day of the race.

ANY KIND WILL BE TOLERATED!
When a pit stop
is made for a tire change, all lug nuts must be carefully tightened before the
car leaves the pit area. When a North State Challenge Official detects a
violation, the car must return to its pit area for correction. Repeat violators
may be fined and/or assessed lap penalties during the race. Any
Competitor who, during an event, uses or is in possession of one (1) or more
tires that have been altered externally or internally by unauthorized treatment
is subject to a fine of not less than $500.00 and disqualification, and/or
disallowance of qualifying efforts, and/or withdrawal of the opportunity to
qualify for the Event, and/or suspension from future NSCS Events, and/or
additional penalties. If
a car retires from the main event within 10 laps of the green flag, their tires
can be impounded by NSCS Officials for use at the next event.
9.2 TRACTION
CONTROL DEVICES
Traction control
devices are prohibited at NSCS events, if one is found, all payoffs and points
will be forfeit for that race.
IF YOU ARE
FOUND WITH ANY TRACTION CONTROL DEVICE ON YOUR VEHICLE, YOU WILL BE SUSPENDED
FOR ONE YEAR FROM DATE OF DISCOVERY!
9.3 FUEL
All NSCS
participants are required to use Citgo Racing Fuel in their vehicles. NITRO, NITROUS OXIDE AND METHANOL ARE
PROHIBITED!
9.4 DRIVERS
MEETING
Mandatory
attendance. Roll call will be taken. If you miss the drivers meeting, you must
start at the back of your event. Rookies will be required to attend a rookie
only meeting at the official’s discretion.
9.5 ROOKIE OF
THE YEAR
A rookie is any
driver who has not raced in more than a total of five (5) NSCS, SRL, NASCAR Elite
or Grand National division races in a single season. To be eligible for rookie
status, the driver must declare his/her rookie status with the Series Director.
All rookie entries will be verified.
9.6 SPONSOR
CONTINGENCY AWARDS
All
contingency sponsor decals must be placed on car to be eligible for contingency
awards. The rear of both front fenders will be left open for contingency
decals. A NSCS Official will provide the required decals in the tech area.
Competitors are responsible for having them affixed to the car in their proper
location as designated by the NSCS. Competitors will be determined eligible for
applicable bonus awards providing their car is displaying the decal in a
designated spot and/or using the product of the sponsor of the program. Failure
to do so will result in applicable awards being forfeited. All contributing sponsors will be
listed at the NSCS trailer. All contingency certificates will be issued in a
timely manner during the year. Some programs may be paid direct to
the Competitor from the sponsor. In such cases, the NSCS is not liable in any
way for the awards.
9.7 ELECTRONIC
TIMING SYSTEM
The Transponder
system is the AMB TranX260 system and requires the specific TransX260 (red)
transponders. These may be purchased online from AMB or directly from the
series.
a. Each team
will be scored with an electronic transponder issued or approved by NSCS. All
transponder serial numbers must be registered with a NSCS official when passing
Tech. All races will be “time scored”. Transponders
will be used in
conjunction with
tower officials for scoring. A competitor may lease a transponder for $275.00
and will be registered to him to use anytime when racing in an NSCS event.
This lease will carry on to the next year with no additional charge.
Personal Transponders may also be purchased: Rechargeable unit - $325 / Direct
wired unit - $295. The series will provide transponders to teams without
personal units for a rental fee $20.00 at each event. Series will collect a
damage/loss deposit on rented units. It is the responsibility of the driver to
return the transponder unit to the series official trailer before leaving the
racetrack. Loss deposit will be collected after 3rd day post race event.
b. The NSCS
Official appointed the Official Scorer for an event is responsible for scoring
the event. The decisions of the Official Scorer, with respect to scoring are
final unless the Official Scorer or Race Director elects to conduct an audit of
the event scoring.
c. Any
tampering or falsifying of the scoring system will result in an automatic
disqualification of car, no points or monies will be awarded.
d. NSCS
owned transponders must be returned upon completion of race event. There is a
$50 PENALTY (minimum) for failure to turn in your operable transponder on night
of event.
All
scoreboard displays are for information only and are not considered
official. All decisions will be finalized before purse is paid out.
Race
Control Frequency: 469.9625
Radios are
mandatory at all times.
The driver radio must be programmed for priority scan if possible or updated to
be capable of priority scan. The Race Control frequency will be used
only by the NSCS Officials to communicate directly a message to either a
specific driver or the entire field. The race control frequency will be used
only by the NSCS and will not be the track Race Control. The race control
frequency can be monitored by teams. The NSCS Officials will do periodic radio
checks to ensure that all drivers have their radios on and can hear Race
Control. If a driver is found to not have the ability to hear Race Control they
will not be allowed on the track. Each team must have one spotter in designated
area during all practice sessions and race situations for communication with driver
and NSCS Officials. Either spotter or team member must monitor NSCS officials
channel during all practice and race situations. This is mandatory.
a. Spotters must only
advise the driver of situations as they occur on the track. At no time will a
spotter make determinations for the driver. The driver is solely responsible
for the manner in which they drive and what method they employ. - do not drive
the car for the driver!
b. Spotters must report
to NSCS Officials in the spotters stand prior to the main event before they
occupy a position and have their car number displayed on the outside of
clothing. Only one spotter per car is permitted. Roll call will be taken
before the main event in the spotters stand. If spotter is not present that car
will be removed from field until a spotter is present.
c. Driving in an
inconsistent manner, with a loss of communications, may subject the driver to a
black flag.
d. A spotter may leave
the spotter’s area during an event only when his/her car is disabled and leaves
the track. The spotter must notify the pit stand official if the car will not
return.
e. If spotter leaves the
spotters stand while their car is still on track during race conditions, that
car will be black flagged from the event.
f. Spotters must always
follow the directions and suggestions of NSCS and Track Officials at all times.
Objectionable conduct such as arguing with or shouting at
officials will not be
tolerated and will subject the driver to a fine, penalty, suspension and/or to
be black flagged.
9.9 DRIVER
CHANGE
In a
situation where a car has a driver change during the event, NSCS Officials must
be notified and approve. Failure to do so will result in a fine and/or other
penalties. The driver must then start at the rear of the field.
9.10 QUALIFYING
Qualifying
procedures shall be as follows, but may be changed as times and conditions
permit per NSCS Officials. A number shall be drawn by drivers/owners
for qualifying
order. Qualifying will be at a designated time. Two (2) qualifying laps
will be given to each car. The faster of the two lap times will be recorded as
the official qualifying lap time. In the event of a tie, the tie breaker will
be the first car to record that time. A driver may qualify only one car and a
car may only qualify one time. Any driver change following qualifying
will result in the loss of that position, and movement to the rear of the
field. If more than one car is involved, position will be determined by
relative qualifying position. When race line-up has been determined via
qualifying, inversion, draw, etc; and a car drops out or loses its position for
whatever reason that row of cars will move straight ahead. In the event that
qualifying cannot be accomplished, the starting line up will be determined by
driver points. Those with no points will be placed at the rear of the field, in
order of random drawing by the officials. Our racing program is based on
the availability of a required minimum number of qualified vehicles. If this
number is not available, alternate scheduling or programming may be used.
9.11
PROVISIONAL PLACEMENT
Starting place
17 is reserved fro the DRIVER with the most existing points NOT among the top
16 qualifiers. The driver must also be ranked within the top 15 in points to
qualify.
